State Trustees Victoria Engages ExeQuantum for Post-Quantum Cryptography Readiness
We are pleased to announce that ExeQuantum has been engaged by State Trustees Victoria to deliver a Post-Quantum Cryptography Readiness Assessment across their digital estate.
State Trustees is a Victorian Government-owned company with more than 80 years of service, providing financial administration, estate planning, and legal services to Victorians. The nature of the data they protect, spanning some of the most sensitive personal and financial records in the state, makes post-quantum cryptography readiness a strategic priority.
The engagement will deploy ExeQuantum’s EQCore platform and CipherScout cryptographic discovery module to map the cryptographic foundations underpinning State Trustees’ operations and deliver a clear, actionable migration strategy aligned with NIST post-quantum cryptography standards (FIPS 203, 204, and 205).
Why post-quantum readiness matters for government
Regulatory momentum around post-quantum cryptography is accelerating globally. NIST finalised its first post-quantum cryptographic standards in August 2024, and government agencies across the US, EU, and Asia-Pacific are now requiring organisations handling sensitive data to assess their quantum risk exposure. In Australia, the ASD has set a 2030 target for PQC adoption across government systems. State Trustees’ decision to act now positions them ahead of the compliance curve and establishes a model other public sector organisations can follow.
Cryptographic discovery and migration roadmap
Over the coming months, we will work alongside State Trustees’ security leadership to deliver a full Cryptographic Bill of Materials (CBOM), a Quantum Risk Heat Map, and a 24-month migration strategy. The CBOM will inventory every cryptographic dependency across State Trustees’ infrastructure, providing the baseline required to plan a controlled transition to quantum-resistant algorithms. We look forward to sharing insights from this work as it progresses.
